China Tightens Online Video Censorship

The Government in China has tightened its censorship in online video.

According to eGovmonitor.com, online content providers in the country must pre-screen and censor all videos or face a penalty.

The State Administration of Radio, Film and Television (SARFT) has revealed that the onus is on companies that host the footage to take the responsibility for the content and therefore site administrators must fully examine the content beforehand to make sure it is appropriate for publication.

It was decided by the Government that closer regulation of web video was required after there were a number of complaints by worried parents about harmful images. So in an attempt to protect children from obscene content, now all consumer’s will have their videos examined to ensure no vulgar material gets online.

Banned

Material that contains violence, swearing or pornography will be removed.

However, some experts in the industry have spoken out at their concern that the watchdog body is taking the censorship too far. China already blocks many international sites like YouTube and last year SARFT banned the depiction of time travel on television saying that it promotes superstition, reincarnation and feudalism.

Back in 2008 SARFT closed down 10 video sharing websites and ordered them to stop operations and 17 sites received warnings.

Outcry

In a statement by the organisation, it said: “The new moves are because of ‘an outcry from Internet users and industry needs’.” Clips on video websites like Youku.com and Tudou.com reportedly do not meet the government’s censorship standards and therefore all future productions need to be approved before going live.

But a spokesperson from Youku, China’s most popular online video site, said nothing with vulgar or violent materials passes through them as they employ hundreds of video checkers; so the firm does not believe it will be affected.

Videos Named Top Girls Toy

Computer games and videos have been named as the top toys for girls, replacing traditional dolls according to a recent survey.

Findings by energy firm E.ON reveal that modern girls prefer hi-tech online video games rather than playing with dollies like Barbie or Cabbage Patch dolls and it isn’t just young females that are turning their backs on old-style toys.

The research of 2,000 people found that boys favour contemporary gadgets like the Xbox and iPod instead of construction figurines such as Lego.

Experts have blamed the shift in trend on that more children are being put in front of television screens because it is easier than interacting with a board game.

Adrian Voce OBE, a child’s play campaigner, explained that playing with toys is important to develop their motor skills and hand-eye coordination. He said: “It is important not to label gadgets ‘bad guys’ because children need to learn how to use electronic devices in an increasingly computerised world.”

He added: “However, there are dangers that children will become over-reliant on what is essentially a two-dimensional screen-based interaction.”

YouTube Not Liable To Police Content

Search engine giant Google has won its copyright case against a French television channel. A judge has ruled that the video sharing website YouTube, which is owned by Google, is not liable to police the content of uploaded videos.

A French court has dismissed the copyright claims of TF1 who sought €141m in damages ($176.7m) from YouTube. TF1 filed a suit against YouTube in 2008 after finding copyrighted videos on the website to which the channel had the commercial rights.

However, the Tribunal de Grande Instance in Paris has ordered the broadcaster to pay €80,000 ($100,300) of Google’s legal expenses.

Reuters report that the decision read that YouTube is not responsible in principle for the video content on the site and only the users are, therefore it has no obligation to regulate the content before it is published on the web.

All YouTube needs to ensure is that it informs users that posting music videos, concerts, advertisements, and television shows without consent is not allowed. The firm has obviously welcomed the ruling.

In fact, not only did the French judge rule in favour of YouTube but they also said that the company had taken adequate measures to remove programmes like ‘Heroes’ and ‘Grey’s Anatomy’ for which the French broadcaster owned the rights.

TF1 are said to be considering appealing the decision.

However, this is in stark contrast to last month in Germany which saw YouTube lose its copyright suit. A German court in Hamburg ruled in April 2012 that YouTube should take down copyrighted clips or face a hefty royalty’s bill and that YouTube has the onus for the content its user published.

The judge ruled in favour of the German music royalty collecting society (GEMA) that claimed Google doesn’t do enough to monitor the copyright of content on the platform. The firm represents about 60,000 German song writers and musicians in the country.
